In short, yes—you can choose unique wallpapers for each monitor within each virtual desktop. When you open a virtual desktop, the options should reflect your individual monitors, not just the desktop itself.

It seems the feature for changing wallpapers across monitors in virtual desktops isn't available yet. The operating system is still developing, so updates are expected soon. Do you know if you're using the leaked version or the insider development build?

From what I see on your second virtual desktops setup, you're only getting the first choice for "all." To work around this, you can combine the wallpapers you'll use across all monitors into one and set it to fit as a span, ensuring it covers all screens with a single background.
