You have a fresh SDD with Windows 10, but Forza Horizon 3 doesn’t work on your new drive. Try moving the game to an old 2TB drive or another location. If needed, reinstall it from a backup.

On the store page it mentions "manage," and selecting it indicates the game isn't functioning on this platform.

I removed my hard drive and set up Windows on the SD card, after which I connected it again

You're not allowed to proceed. Cleaning and reorganizing the hard drive is required.
