I've encountered a similar problem while playing CSGO. The Windows microphone volume is set to maximum, which causes distortion during recording and affects voice quality. I've adjusted the game settings to a suitable level, but I'm still finding it difficult to maintain consistent audio quality. I performed that action unless a system restart is needed to make it work, which applies mostly except for CSGO but generally for other games.
Try this approach: launch Notepad and open the Steam Counter-Strike Global Offensive configuration file located at Steam\SteamApps\common\Counter-Strike Global Offensive\csgo\cfg\config.cfg. Adjust the voice_mixer_volume setting to your desired percentage (1.0 for full volume, 0.1 for 10%) and save the changes. After saving, you may not always need to mark the file as read-only, though some users found it helpful.
I experienced it myself and applied the change. It adjusts the mic level in-game so you're not too loud for your teammates. It doesn't improve levels inside Windows. I've also tried adjusting them in OBS, but the mic level in Windows still causes distortion. Frustrating how Windows complicates things for perfectionists.
