I'm uncertain if this area matches your needs, but it seems suitable for 1080p gaming. I'm planning a new setup focused on gaming and light multitasking, including emulating older consoles. I aim for a two-monitor configuration that consistently delivers 60+ FPS on one display. What CPU and GPU combination offers the best value while staying current? I'd like a build that remains functional for several years, avoiding outdated components. My planned titles include Skyrim Remastered, Cities: Skylines, GTA V, and Overwatch. My initial consideration is an i5 7600 (not K) and an RX 470 8GB, or a Ryzen alternative.

Consider a Ryzen R5, I’m not sure a 470 will hit 60 FPS. What’s your budget and where you are? GTAV is the only solid title there, and extra threads/cores from Ryzen could help improve it.

To save money, consider purchasing a used i5/i7 or i3 processor and install an older 1050ti. These options are often available at affordable prices on eBay.

A few Ryzen R5 models along with an 1060 or 480 can handle the task. Still, you’ll need to check the latest benchmarks and see how it performs before it’s fully ready.

As you mentioned, Linus demonstrated that Intel's silicon remains largely unchanged since the second generation i3/5/7s. Using an older pre-built machine and a 1050ti can be a cost-effective way to achieve a 1080p gaming setup.
