It should handle even 64 cores without issue, it's built to leverage several CPUs simultaneously (on platforms supporting multisocket architectures), so scaling won't be limited to just two-digit core counts.

Typically, as core count rises, maximum frequency drops. Strong single-core performance is crucial for the low-latency tasks needed in music production. Multithreading throughout the entire DAW usually works well, but linear signal paths become limiting since each step must complete before the next begins. I wouldn't suggest using processors with an extremely high core count. In short, mainstream options (up to 3950x) should suffice; Workstation parts might not be ideal, and server components aren't recommended. That being said, I'm currently using Cubase on my i7-9750h.

I'm not aware of specific benchmarks for that setup, but you can look into testing with a large number of plugins and VSTs while monitoring ASIO buffer usage. Checking export times per CPU core can also help gauge performance. The 3950x's 16 cores should offer strong parallel processing potential.

It's challenging to compare performance because DPC latency influences buffer size limits, and many factors affect driver behavior. Troubleshooting a well-equipped system often requires careful adjustment. I usually rely on Passmark to evaluate CPU capabilities.
