I've been playing CSGO for about three months with the same data plan and PC. It worked fine at first, but after a few days it started lagging heavily. I'm seeing high ping and variable latency, and I'm missing shots while playing. The screen-shot you mentioned shows the issue clearly. I've checked my internet connection, reinstalled Steam and CSGO, and lowered the resolution to 800x600. Still struggling—this is really frustrating.
