My cs does this strange behavior when I switch tabs out of the game and back in—it runs smoothly at 200fps, but after a few seconds it starts stuttering like it's at 40fps, even though the net graph still shows around 200. I've experienced this issue for a few months now and only it happens with CS. I've tried various commands, settings, updated my GPU drivers, uninstalled the software, and done many other things. Can someone help me resolve this?

Disconnect from the internet.
Uninstall the GPU driver using DDU (clean up carefully and do not restart).
Remove all processors (this is essential; ensure it’s 12 on your system). Follow these steps in Device Manager as instructed:
Uninstall AMD Chipset Software via the control panel (ignore if none exists), then restart the PC to BIOS, update to this BIOS version, return to BIOS and select default or optimized settings, disable CSM, enable Above 4G Decoding and Resizable bar options (these features require CSM to be off), then save and exit.
Power on the system and install the latest Chipset driver (version 4.03.xx or newer), then restart.
Install the newest Radeon 22.5.2 driver, restart again, and reconnect to the internet.
Open Command Prompt as administrator, run defrag (e.g., C: drive for SSD, or other volumes) using commands /l /u /v, then repeat with /o /u /v for the entire SSD volume. For HDDs, perform the same but use /d /o /u /v only. Continue all these actions offline until the reboot after driver installation. After installation, set RAM to slots 2 and 4 if you have only two sticks; if your RAM is 3600MHz, consider downclocking it between 3200 and 3466 after enabling XMP.
Download the required files before proceeding to step 1, then follow the steps in order.
Run Command Prompt as administrator, execute chkdsk /x /f /r, followed by sfc /scannow.
Check for Windows updates and install them unless you choose an optional update. Ensure Hardware Accelerated GPU Scheduling (Nvidia GPUs only) is enabled in graphics settings and reboot.
Confirm the PSU connected to the GPU uses a 1 PCIe cable per slot (use the main cable, not the branches/splits).
