I haven't played CS:GO for less than 120hz and I don’t intend to. My setup is 1280x960 (4:3 stretched). Previously I played 4:3 without stretching, but it’s all about personal comfort. You can maintain the same FPS whether you’re on low resolution or native settings, so resolution isn’t a concern for me. Regarding high ping servers, keep in mind you’ll have an edge with peeking. You’ll notice them before they notice you if you peek. If they do, the reverse is true—peeking is harder for aggressive play on higher ping. You’ll improve more on NA servers, but returning to low ping will slow you down since registration speeds up and your peeking advantage diminishes. It’s usually wiser to stick with low ping and adjust to high ping when necessary.

Playing 1.6 on a 4:3 screen makes it look standard. For those who know better, 16:9 is the norm. I’ve been gaming nonstop in 1080p for five years and plan to keep it that way unless there’s a good reason to change.

It's a personal choice why some of us use black bars (4:3). We're accustomed to Cs 1.6, and I think 4:3 is easier to aim at since it makes everything slightly larger. Of course, these adjustments can influence your sensitivity and DPI, but they won't improve or harm you. I'm playing at 144hz 4:3 1280x1024 on a 16:9 1080p screen.

You clearly see the impact when the refresh rate increases. The higher it is, the better naturally. Resolution is another matter—just a personal choice. Some might claim that a 4:3 stretched format looks superior to a 16:9 1080p version, but that's not true. It can make people appear bulkier, yet it also reduces the field of view. The main reason others favor 4:3 stretched is because many professionals use it to achieve the highest frame rates. They're accustomed to it from games like CS:S and 1.6.
