Hey there! I noticed the CS GO update includes Operation Breakout. I’m wondering if I need to purchase the full game again just to access it, or if there’s a way to get it through an update. Thanks for clarifying!

It's actually a good thing this time. Valve has changed their approach, letting you enjoy all the new maps across different game modes for free. Playing them in competitive mode right now is free too.
