I enjoy watching Overwatch videos on YouTube. It's amusing to see the obvious cheaters. But... how does it function? Does Valve actually capture every single match? Or at least every ranked game? Or is it just recording player actions and replaying them later, similar to what Doom did?

Gabe Newell - God - is everywhere and observes each player in CS:GO continuously. His gaze is always capturing and broadcasting to Steam's headquarters, where he decides which hackers face trials in Overwatch. That's the way it works.

It seems likely that demo files for the matches are stored, or perhaps something similar exists in that area. This wouldn't be Valve's first attempt at offering demos as valuable tools.

They'll just be collecting data points, which would be much better for identifying cheaters than a video recording.

I think Overwatch performs better with reports than with a more complex detection system. Therefore, if someone has been reported frequently, some of their matches will be shared in Overwatch for other players to check.

It could be possible, but they would require data from several sessions. Since you suspect the opponent might be cheating, it's easy for you and your four teammates to agree on a single report. This approach seems insufficient to accurately identify the potential cheater.

It definitely considers factors related to team performance and also explains why Overwatch offers more than just player reports.

Nope, it usually takes around two weeks for a real hacker to get banned. I sold all my skins and uninstalled the app. The EU has many hackers, and most of my games have at least one person with a ban or violation in their record, even if it's for another game—they don't treat it seriously. Honestly, the only way to stay competitive is to create your own hacks and use them against opponents.
