For roughly a week my FPS has been quite poor (~120-170) with an I5 4460 and GTX 970. It seems this performance is much lower than expected for my setup. I'm playing at 960 with all settings low, and I've even reset the system completely. My CPU temperatures aren't unusually high either.

Check if your GPU is active and confirm there are no onboard graphics being used.

It's consuming 60-70% of my CPU, which means it's using 80-90% of the total capacity.
