No, it's forced off in NVIDIA Control panel and in all games.
He probably doesn't have Vsync, as that would cap his FPS at 144, and he's getting 300 FPS, but I did wonder if he had Fast sync on. Which prevents tearing, allows for 300 FPS, but the down side is noticeable stuttering.
