He probably doesn't have Vsync, as that would cap his FPS at 144, and he's getting 300 FPS, but I did wonder if he had Fast sync on. Which prevents tearing, allows for 300 FPS, but the down side is noticeable stuttering.

Have you tried another mouse? I've known people to have jittery movements due to a poor mouse.
