Well Quake doesn't demand much talent compared to CS. Probably they didn't prioritize it.

I believe Quake demanded greater expertise than CS, it's all about skill and reflexes.
Even some of Quake's fans didn't enjoy other titles like CS 1.6 or similar because they felt slower compared to Quake.
In the end, they all needed different abilities, but Quake stood out for its speed above everything else.

No, that's incorrect. Quake doesn't feature recoil at all. Comparing the two isn't fair because they have very different mechanics. CS is a far more intricate shooter with a significantly higher skill level required, offering many elements to learn. In contrast, Quake's gameplay is simpler, focusing mainly on shooting weapons without recoil.

I wonder if you've just begun tracking these frame rates or if they've always been this way. Concerning the hardware, your previous overclocked i5-4670K achieved an average of 208.5FPS (368 max) on the benchmark at 1440p, which is still reasonable given your hyperthreading and slightly improved single-core performance.

I'm not entirely confident about this, but when I run at 1024x768 low settings on an rx5700, I have to adjust my power limits and minimum clock rate because it has a strange downclocking feature. It seems the GPU is not being fully used, so either increasing the minimum clock or limiting power helped significantly improve my FPS during testing.

And above post, maybe the human eye cant tell the difference between various fps but it does affect input lag.
Also, you could use rivatuner statistic server to lock fps, there's debate about how well that works, but it does seem to keep frame rates rock solid. So no stuttering caused by fps drops.
