Generally, even after a fresh startup and playing games like CS:GO or BO2, I often experience low FPS and frequent stuttering. Cleaning my monitor every week helps a bit. My setup includes an AMD 975BE with 8GB RAM, 1866MHz clock, a GTX 770 1080p card, and high settings for shading. Everything else runs at lower or disabled levels. The CPU stays around 40°C, while the GPU usage is between 10-15%. I’ve increased fan speeds but haven’t seen much improvement. Average performance is around 77 FPS with a minimum of 0 and a maximum of 227 FPS in about 5 minutes.

I noticed CS:GO can be more CPU-heavy than GPU-intensive games, and the 975BE seems to be underpowered compared to newer models like the AMD 3.4 6-core chip. Phenoms 2 architecture still works, but finding accurate benchmarks online is tough.

It makes sense to upgrade the CPU. An i5 would work well, while an AMD option might lean toward an FX6300.

I faced a comparable issue recently. It could have been related to a poor OS installation. Since I’m not familiar with AMD CPUs, @FloRolf might be correct.

Back in its prime, the 975 performed well, though nowadays it feels like a bit of a disappointment. I’m planning to switch to an SSD soon, which means I’ll likely go that route as well.

Your additional parts are working well and correct. The $300 for a new motherboard and CPU is a great small improvement.

You might be experiencing an HDD failure. Look into the Event Viewer for any error messages. Occasional slowdowns and brief pauses suggest the drive is nearing the end of its lifespan. The CPU isn't too outdated to cause consistent 0 FPS freezes in many games, though it can handle CS:GO smoothly.
