The learning curve is steep, but winning always brings a strong sense of accomplishment. Once you become proficient in CS, you're essentially mastering the toughest FPS games. It's also very engaging to play.
There are two main groups when it comes to CS:GO. Some people really enjoy it—like myself, Edzel from LMG, and many forum members. Others dislike it, which is common. It's not just a fast-paced shooter; you need to consider strategy, aiming, and how to manage your weapon. I'm on the side that appreciates it, so I'd say yes. Those who dislike it will definitely disagree. Generally, CS:GO players are among the better shooters when they understand the game's unique challenges. By chance, most of the players I know are also skilled in other games.
It's worth it for 15 dollars. However, it takes a lot of time to get good at it and will improve your performance in most FPS games. (You're from the UK, Russians too?)
