Examine your central processing unit and graphics card activity. Your extremely low display setting is placing a significant burden on the processor. It’s possible that increasing your resolution would allow your graphics card to be fully utilized, which could lessen some of the problems you're encountering. Even with a system boasting four cores, like those commonly found in CSGO, similar symptoms can occur due to ongoing tasks performed by Windows. Furthermore, verify your temperatures to ensure you aren’t exceeding safe operating limits.

Does Counter-Strike: Global Offensive utilize multiple processing cores for graphics rendering? If not, this is likely the root cause of your performance issues.

I previously mentioned that my friend and I purchased matching one-gigabyte RAM modules (Aegis from Computeruniverse).
It is not overheating, despite using two 140mm fans and one 120mm fan – all from Be Quiet! Silent Series. My CPU temperature reaches a maximum of 65 degrees Celsius. I recently reinstalled Windows and am running only one game, which is clean.

Please, could someone write a step-by-step guide on how to determine the root cause?

Initially, set your display to its natural resolution. Operating at a reduced resolution is simply forcing your processor to exert unnecessary effort. Secondly, follow Techy's advice.

In what location are your video games stored—on a solid-state drive or a hard disk drive?

Have you installed the latest Windows 10 update? It seems a recent update is generating problems with sound, video playback, and game stuttering....

I haven't encountered any audio problems, however, a BIOS update for the audio drivers is accessible for my motherboard’s most recent operating system version. Whether a similar update exists for his device is uncertain.
