16 19 19 19 39 Gear down assists in stabilizing RAM OC on Ryzen. This feature is typically turned on by default only during even-numbered timing cycles. If booting remains unsuccessful, consider raising the DRAM voltage to 1.375V and setting the SOC voltage to 1.1V.

Consider increasing the voltage to 18, 20, 20, 20, 40, 60 while keeping gear down active. If unsuccessful, detach one component and test sequentially.
