I recently acquired a Kingston 128GB USB 3 flash drive. I intend to create a multiple boot menu that includes every Windows 7 installer along with various useful tools such as memtest. I've found some tutorials online, but they differ greatly and often only cover one or the other—either all Windows 7 installers or just utilities, not both. How can I achieve this?

They seem related to the bootloader. Maybe try placing them together in the same partition?

The Ultimate installer includes only the Ultimate version, not all updates or features.
