The only alternative I have is my laptop. Because of the 1TB RAID 1 setup, I can't run two systems simultaneously.

All your streaming is currently on your laptop. Continue using it until you fully configure your desktop, and then gradually move the files over.

I'm dealing with multiple drives for my media files and editing tools. The main problem is reinstalling programs like OBS Studio and Vegas Pro 14, which makes the process slow. I'd prefer having a custom .iso to avoid all waiting time.

Program installation is actually quite quick, usually taking just a few minutes. Saving time is minimal. Creating a custom ISO can be more time-consuming and complicated. It might be better to install the programs on your new desktop before transferring files from the laptop. This way, you only need to wait for the transfer, not for installation.

Let me save this for later. I’m focusing on the virtual setup instead of the actual laptop. I have a Windows 10 VM with the necessary apps, and I need to transfer it onto my new machine to avoid installing Windows 10 or the software myself.
