I'm feeling a bit bored with my usual games. With a slow internet connection, finding downloads is really tough. I really want to play Skyrim but think mods could make it look much better. My PC runs an i5 4690K and a GTX 970. I came across a site that claims to beautify Skyrim, but because of the poor connection, downloading the mods seems impossible. Could I just visit someone's computer, install the mod there, and then transfer the files? Or do I need additional tools? Also, are there simple instructions available for improving the game's appearance? Thanks in advance.

You have a solid machine, but it seems like you're not upgrading your internet connection. Still, you can easily download and customize Skyrim. There are plenty of helpful tutorials online to guide you.

Searching online for others' views, but no upgrade choices available. I'm near the exchange, about 3-4km away, and the provider said they'll build a new one for 150K.

It's actually easier. Just bring a flash drive to your friends, download the mods from Nexus, place them on the drive, and move them to your Skyrim folder. Or use NMM, which will install the mod automatically—you just need the mod zip from Nexus.

Sure, transferring the game files should be fine. Your girlfriend would also enjoy having her Skyrim modded version.

Consider your data folder and swapping it in might help, but it could also cause issues. You'd likely need to move everything related to Skyrim, including saving files, since some mods change files in different locations. For example, a mod could be installed in a different path than your save directory. This approach might work sometimes, but not always. I haven't tried it myself. HOWEVER, if you use the same USB drive, install the mods there and let the program handle the installation, that should resolve the problem. It's better to avoid mixing data folders unless necessary, or reinstall Skyrim if it doesn't work.

Then simply double-click the mod in the download section to install it normally, and follow the prompts to ignore or accept the warning (since MO won’t keep a record of the download).
