Windows 11 also needs an active TPM during setup, along with BIOS settings and secure boot enabled.
Besides all the TPM mischief, I don’t believe you can simply replace installations like that. The safest method I’ve used is copying your current OS drive to a new one via USB (using an external connection), then powering off the PC and swapping the drives, followed by removing the old drive entirely. This has always been reliable for me.
