the 10600 and a 3080 shouldn't have trouble in fortnite. i would check for fixes before buying new equipment.

I tried various methods but it didn't work. I turned on the resizable bar, checked CPU and GPU in MSI Afterburner, and everything looked fine. Scanned my PC for malware or trojans. Removed DX12 and high resolution textures from Fortnite. Put the game in the lowest settings and tried again. I believe the main cause of these spikes and input delays is a bottleneck.
Fortnite is quite CPU intensive, and having a 3070ti with an Intel Core i9-12900k gives me a FPS of over 300, which is great.

Unless you’re on a tight budget, I’d recommend a Z790 DDR4 motherboard.
Not the most affordable option, but definitely not the priciest.
You now have 32gb of DDR4 RAM, which is sufficient.
The main reason to switch to DDR5 would be if you require more than 32gb of RAM.
Otherwise, your current DDR4 setup with faster DDR5 would work just fine.
