Here are some suggestions for the quietest components to support your PC setup:

CPU cooler – choose one capable of handling up to 253W
Case and case fans – prioritize low-noise models
Power supply – ensure it matches the required wattage and is efficient
RTX 4090 version – consider the Founders Edition or quieter variants with lower power draw
Maintenance – opt for sealed or sealed-tool-free designs to reduce upkeep

Some fully passive cooling PCs exist, though it's unclear if current components can support them.

It would be interesting, though it looks improbable given the 253W need, etc.

Your list includes two 96gb vengeance kits. That seems incorrect.
Ram should be paired in one kit for optimal performance.
If you require 192gb, there exists a suitable vengeance kit.
https://www.newegg.com/p/pl?N=100007611%...0601412987
Faster options at 192gb appear to be limited.
Regardless of the RAM speed, it doesn’t significantly impact Intel’s performance.
No matter what CPU cooler you choose, anticipate around 100c on some cores during load.
The 14900K is built to handle that level.
After upgrading to a 14900K with a Noctua NH-D15s cooler, I conducted a test.
I ran the simple cpu-Z stress test first.
Initially, the cooler operated silently. The maximum fan speed reached 1500 rpm without noise.
Two of the P cores hit 5.985°C.
I installed xmp(ddr4) RAM at 4000 MHz.
Unless you’re into aggressive overclocking, extra RAM isn’t necessary.
I applied a tube of NH-1 paste provided with the cooler.
The case features two front Noctua 140mm intakes spinning at 1000 rpm.
With a powerful graphics card, more airflow might be beneficial.
When I opened the case to replace the CPU, I noticed significant dust buildup on the cooler.
Re-testing would benefit from a case with a washable, easily replaceable front filter.
On the power supply, a 950W platinum model like the Seasonic Prime should run quietly, as fans are unlikely to spin.
Corsair RM1 would also fit this profile.
Preferences vary on cases.
Appearance matters.
If your case has at least two 140mm front intakes, you’ll stay cool and quiet.
A single 200mm intake would provide a similar result.

For your thorough feedback, it's really helpful! It's always valuable to hear real-world insights. A few observations:
Concerning a fully matched 192GB RAM package, [EDIT: this issue is more complex than I anticipated, thank you for the warning]
It's great to know the data points from the NH-D15 with air cooling—it looks simple and appealing
When it comes to the case, I'm weighing open circulation against soundproofing to keep overall noise low. My current i7-7700K and GTX 1080 system uses a Fractal Define R5 with Bequiet Silent Wings fans, which has performed excellently. I'd like to try something similar here. However, I understand that the 14900K and RTX 4090 might need better airflow
Thanks for sharing your experience and advice—I'll take a look.

I'm considering the Dark Base Pro 901, NH-D15, and ROG Thor P2 1200. I've been hoping for the Black Friday period to check for any new releases.
