Intels 18a Panther desktop CPUs could appear next year with updated socket needs, while AMD's Zen 6 might emerge around 2027. I don't foresee any AMD offerings that would make the 7800X3D outdated soon. The upcoming Intel processors may surpass their own current collections (speculative on AMD cache for gaming and celestial iGPU). However, it seems unlikely that any GPUs in your budget will create a bottleneck for the 7800X3D in the coming years.

Looking at past releases, a next-gen GPU isn't expected until 2027 or beyond. You might find enhanced or modified versions of existing models, but current prices should stay high for the foreseeable future.

Yes. As tempting as this new Intel CPU might be, it's next year. There's always something next year! If there aren't any GPUs to be released anytime soon, I think I'll be fine having my PC built this year. RTX 5000-series refresh could theoretically drop the prices a little bit but probably not.
About the monitor though, this is a bit complicated for me. I in the end of the day, when we talk about gaming, it's not the quality of picture that matters. It's the picture that is important. Good game is a good game even if the monitor is bad. I'm sure that any monitor is an upgrade to what I have.
I still care about the monitor though. If I go with an AMD GPU, which "sync" technology should I look for, and how much does it matter? Another thing is eye friendliness. I read that OLED is better for eyes (less blue light) than LCD. Any idea how much of this is true? I could spend over 500 on a good monitor, but I'd appreciate it if it had "Apple aesthetics", meaning that it doesn't look like a "gaming monitor". Xiaomi G Pro 27i looks pretty decent to me, but it isn't OLED though.
Why not over 180 hz? Is it a bad thing or is it just unnecessary to get anything higher?
Sadly there aren't any local stores that sell anything but cheap stuff that are probably boxed too.

AMD offers Freesync, Nvidia provides G-sync. Many monitors can support both certifications. A nVidia card can work with a Freesync display if you have a DP cable available. It’s best to choose a monitor that supports both DP and HDMI 2.1 for optimal performance.

You might not need an OLED, but at around $500 they fit the budget well. Consider a Fast IPS screen which delivers excellent colors, though with limited brightness around 400 nits. OLEDs are very bright, offer impressive color accuracy, and deliver the lowest latency among current consumer displays.

27-32 inch 4k monitors with fast refresh rates.

Just beyond this stage, there doesn't seem to be any significant change. You'll also find it hard to reach 180fps outside of some competitive shooters, which might not be worth your time.
