Hi. I'm planning to assemble my first PC. For most of my life I've used laptops with built-in graphics, playing mostly CS and LoL. Now I'll mainly use it for programming, but I also want to run older AAA titles like Witcher 3, Cyberpunk, and AC Valhalla at maximum settings, as well as newer games such as Starfield and Immortals of Aveum on high settings (I'm okay with around 60 fps). Is this setup suitable for my needs?

Hey there,
I'm thinking to replace the 7600 with something more suitable for 1080p, and tweak a few settings (Cyberpunk). The 6700/xt looks better. A 3060ti would be nice if it's affordable.
Skip the Silentium PSU right away—it's not worth it. It shouldn't be part of a gaming rig, even a basic one. You shouldn't cut corners here. The PSU is crucial for your system. I'd recommend an RMX/RM/RMe/RMi/TXM 650w or similar.
I might also consider changing the CPU. A 5600x3d would be great if it's available nearby, or a regular 5600x which offers more L3 cache and usually runs smoother in games. A 5800x3d could also work.

I might need to ask my parents for some cash and receive the 6700 XT. I'm having trouble finding the 5600x3d anywhere in my country. I'm planning to get this build.

I believe you came pretty close, but definitely don't cut corners on the PSU.
