I believe it might be the issue. It's not about the wattage; you can power your system with a solid 550w, just like the ones I recommended earlier. Your PSU is a regulated unit, which isn't ideal for a modern GPU.

You've upgraded your CPU cooler and added a Corsair 650W CX650 Bronze along with a GTX1650. The only thing left to check is the PCIe draw. Fingers crossed it works!
