Someone might be experiencing performance issues due to outdated or misconfigured settings, even with a powerful machine. Check for optimal resource management and ensure OptiFine is properly tuned without overriding settings.

You want to improve your FPS without making any changes. Try adjusting settings like resolution, refresh rate, or disabling background applications. Also, ensure your graphics drivers are up to date and your system has enough resources.

Optifine minecraft requires at least one core; otherwise it splits the workload across two. Java is not recommended. Adjust render distance to 12-16 and set fancy graphics to fast for better performance.

Someone on the server is running a $500 Hp machine with OptiFine and achieving 60-100 FPS maximum. That’s what I’m confused about.

It isn't AMD's responsibility either. Just aim for faster graphics and render settings around 12-16. Do you know how much RAM is allocated for Minecraft in-game? You can check by pressing F3 inside the game.

The memory limit was adjusted from 4 GB to 1 GB, and the change has been applied. It's now functioning a bit better.

Check these options: lower distance, use VBOs, disable VSync, allocate more RAM, reinstall MC, or reinstall Java.
