On Modern Warfare multiplayer with all low settings I receive around 70 frames. In Task Manager it shows I’m using only 6% of my GPU and 25% of it. Can I find a way to improve that so I get more consistent frames?

Perform a malware scan on the system?
Check CPU/GPU temperatures and usage while playing?
Monitor RAM, SSD, and HDD usage?
Avoid using the Task Manager.
