I resolved it by swapping the cooler, though it didn’t hold up long afterward. That seems separate from the issue at hand.

Task manager often fails frequently. Use hwinfo64 or cpu-z for better results.

It remains at 4.099ghz. I think the volume would be much higher if it were accurate.
