I observed that my CPU isn't consistently overclocked, even though it's configured in the BIOS. Approximately four out of five times it runs at higher speeds, but around 20% of the time it remains at lower settings. This applies to an Intel 3930K and ASUS Rampage IV Extreme board. The multipliers on all cores are set to 44, yet CPU-Z and other Windows tools only show a 32x rating occasionally. This isn't linked to idle performance or temperature throttling. When I run intensive benchmarks pushing the CPU near full load, the results align with a 32x setting. These tests show about a 37% drop compared to the 44x reported. It seems unrelated to processor cooling or thermal limits. Both Turbo Boost and Intel Enhanced Speedstep are active in the BIOS. The Windows power plan is set to High Performance. How might I guarantee it stays overclocked?

Turn off Intel IEST and change Power profile to "High performance" in the Windows control panel under power options.
