Windows 10 doesn't stop running in the usual way; it puts the kernel into hibernation, which only fully resets when the kernel gets updated, like major OS releases. This helps make booting faster from HDDs. I turn off quick boot for a smoother, cleaner start each time, which is just my choice—not because of any known problems. From SSDs, I notice it usually completes a full boot quicker than a quick one. Overall, performance shouldn't be affected unless something unusual happens with the OS.
