You're seeing conflicting CPU usage numbers—Task Manager shows high usage while GeForce Performance shows a lower figure. This can happen due to background processes or how the software reports data. What Microsoft displays in the Processes tab actually represents a different measurement. The charts in the Performance area illustrate Microsoft’s own utilization numbers. Why did Microsoft stray from this point? Unknown. Microsoft’s Utilization figure is based on comparing real speed against the base frequency, whereas most Intel desktop processors operate well above their minimum speed thanks to Turbo Boost. This poses a challenge for the 10700F because it runs at a low base frequency of 2.90 GHz and a high turbo capacity of 4.80 GHz.

The Microsoft Utilization value is calculated using the ratio of actual speed to base frequency, but most Intel desktop CPUs don’t run at their lowest setting. They utilize Turbo Boost, allowing them to reach near maximum speeds. This discrepancy is significant for the 10700F, as its low base frequency combined with high turbo limits its real-world performance.
Understanding this helps clarify why Microsoft’s numbers seem exaggerated. The data can mislead consumers into thinking their CPUs are overworked when they’re actually running efficiently. For Intel users, the first two tabs of Task Manager provide useful insights—though some results may appear misleading.
For your CPU and other Intel processors, the information in the initial sections can be confusing.
Example: The ThrottleStop TS Benchmark loads all 20 threads, showing a C0 state usage of 50.2%. This is much higher than what the Task Manager displays (around 69%). Calculating the ratio reveals that when speed matches base frequency, both metrics align—highlighting how misleading Microsoft’s approach can be.
