Since you clarified the issue, I noticed the CPU usage varied between the Task Manager and NVIDIA monitoring tools. Here’s a screenshot showing the discrepancy in Warzone as well.

Why did Microsoft stray from this point? Unknown. Microsoft’s Utilization figure is based on comparing real speed against the base frequency, whereas most Intel desktop processors operate well above their minimum speed thanks to Turbo Boost. This poses a challenge for the 10700F because it runs at a low base frequency of 2.90 GHz and a high turbo capacity of 4.80 GHz.
