New setup Ryzen 5 4500 A520m with Ryzen 5000, RTX 3060, 32GB DDR4 at 3200MHz. Windows 10 Pro clean install caused shutdowns. Disabled fast startup but still had boot problems. Tried Windows 11 but same issues—CPU always boosts all cores and idle temps stay around 60°C. Even with low usage (2-4%), it runs at high load. Runs on balanced power plan. Any advice?

Ryzen "balanced" always meets a 99% minimum requirement, you should verify that yourself.

Updated for power efficiency, clock speeds reduced. Still elevated temperatures during idle (around 56°C). Clocks never exceed 3.0 even under load. Performance appears significantly impacted. Likely a hardware issue. Considering a new clean installation of the system.

Have you set up the AMD chipset driver? Which AMD powerplan are you using—AMD Ryzen PowerSaver, other AMD powerplans, or the built-in Windows defaults?

I own the chipset driver but use Windows Power Options, I’ll reinstall the driver and test the Ryzen app.

Try the "AMD optimized" options—they perform significantly better based on my experience.

Appearing oddly inconsistent with frequent shutdowns and restarts. Opting for a complete refresh.
