I've been using a stock cooler for my PC, but the temperatures have stayed around 46°C even when idle. Is that normal? Would switching to a liquid cooler be a good idea?

Your Intel i5 10400F typically reaches around 46°C at idle with a standard cooler. Improving performance can come from better case ventilation, such as intake and exhaust fans. Room temperature also plays a role; managing both will help your i5 1400F run cooler. If you can't make further adjustments, consider switching to an air cooler like the Noctua NH-U12A. I won’t recommend a liquid cooler unless you have a "K" variant of that chip. Ultimately, it’s your choice.

I have three intake and two exhaust fans. The room temperature is normal, but there are four windows in the room, and they let in a lot of air.

Regardless of your processor type, 46 is acceptable. A liquid cooler isn't essential. For CPU-heavy work that pushes you past 80, an air cooler will suffice. You likely won't require it either.
