I've captured an image from CoreTemp. The ASUS PBO Enhanced is set to handle up to 90°C as well.

Check the SOC/IO die thermal readings. This could point to the source of the problem. The Tdie/Tctrl area tends to be the hottest part of the CPU overall, affecting more than just the cores or cache. EDIT: I forgot about it earlier—it's only around 40°C. Still, a thermal sensor on your CPU seems much hotter than expected. Usually, you'd apply a thin layer of thermal paste and reattach the cooler to ensure good contact and avoid dry spots. But with the thick IHS in the Ryzen 7000 series and the big temperature gap, that might not solve the issue.

On TLOU it behaves quite differently—completely distinct from what you see there. It appears to run at around 50-90% CPU usage.
