It looks like this setup might be outdated, possibly due to a dry thermal paste. Have you already wiped it down?

the video shows a setup with a sabertooth board, a 4770k, a 240mm corsair rad, and what seems to be a corsair 4000d airflow case. It appears to resemble an older AIO configuration—either the thermal paste has set, the pump is failing, or both. This setup looks like it belongs to a system you’re upgrading or selling. For optimization, consider a gentle overclock between 1.3 and 1.35v to maintain efficiency while boosting clock speeds. Alternatively, push it hard for a short burst and raise voltage and frequency as much as possible (up to around 1.55v on Intel chips) without exceeding an 80°C CPU limit. Upgrade the BIOS from sabertooth Z97 to Maximus VI Extreme for improved overclocking potential—better voltage regulation means lower voltages needed for OC, better RAM OC, etc. Fortunately, ASUS still supports socketed BIOS models up to Z99/z97, so you can easily purchase a budget USB programmer like the Ch341A and flash the new BIOS without risk of bricking, since you already have the tools on hand.

You're correct about the specifications, but I changed the thermal paste to MX5 Artic yesterday. I plan to upgrade since these components are now experiencing issues.

It seems the issue is with the AIO, possibly the pump isn't working or it's dead. If it isn't the AIO, you'll need to disable your CPU since the connection between the die and the IHS might be dry.
