Hello, your Helios 300 2019 with the Core i7 9750H is experiencing CPU temperature fluctuations. The core temp rises and drops rapidly even when idle, jumping from 55 to 71 quickly and returning to normal when you launch a game (it goes up to 80-95). Wipe the laptop and remove any dust. The temperature reading of 71 is fairly high during inactivity, but fluctuations aren’t causing issues.

TofuHaroto agrees but notes the stability varies. It can reach 91 sometimes, then drop to 55, fluctuating up and down. I’m sure if this is the correct temperature it should be steady; otherwise the CPU seems to be zigzagging due to rapid changes.

Temperatures change a bit. That's usually okay. If you're not seeing performance drops while using typical tasks, it's probably fine. Still, I recommend cleaning the laptop.

The laptop is completely wiped out. It’s brand new and has been with me for four months. I’ve tried various fixes, but I need it to perform like it did before at full speed.

I created them at 99% and the power mode kept things stable at 45°C, but I need it for top performance.

These laptops lack significant heat capacity, which means they cool down quickly once the power is taken off, whereas larger tower models and especially water cooling systems retain more heat.
