4K reduces the load on the CPU since the GPU handles more work. Still, to maintain 60fps, a recent CPU with enough cores works well. I manage with older hardware at 4K60 using an i7-6950X or i7-7980XE at identical speeds. The DLC shouldn’t drastically increase CPU demands in games.

RT increases CPU usage. In Hardware Unboxed's benchmarks for Spiderman Remastered 12th gen Intel chips, performance stayed above 60 FPS at 1% load, even with less RT strain compared to Cyberpunk RT overdrive.

Running at full RT overdrive means you're almost entirely dependent on the GPU. Even with a 4090, you'll likely reach around 60 fps. The CPU becomes less important unless you have an outdated dual-core processor.

It would help to locate reviews for Cyberpunk since it's already out. Phantom Liberty is just a new content piece arriving this autumn for the game. RT Overdrive appears to be a tech showcase rather than something meant for regular play, so unless someone specifically mentions planning to use it, I won't assume they're serious about running it. From the discussion there, it's clear the experience is present in Cyberpunk but not as intense as in Spider-Man. A more powerful processor might be necessary.
