Hey there, I noticed you might have mixed up a few forums. You're updating your budget rig with an RX 460 2GB and a Phenom II x4 B95, using 4x2 DDR3. When the CPU isn't capped at 80% in Power Plan, the game runs smoothly but you notice occasional microstutters—about twice a second. That’s making it hard to focus and can be quite unsettling. You’re wondering if a better CPU would help, possibly an i5-3470. Right now it’s idling around 48°C and gaming temps are 60-70°C. I’ve attached a video showing the stutter (check the smoke). Let me know what you think!

It's clearly the CPU struggling. Usually games aim for your graphics card to run at 97-99% while the CPU stays light. In your case, things are the opposite. You notice the CPU limits how much your graphics card can use.
