CPU runs very hot following the cleaning of components.
I was gaming Fortnite and my PC kept stuttering, losing frames and freezing briefly, which made me think it was dust. (it was actually very dusty). I cleaned out my graphics card, fans, and CPU using a cutip. The CPU fan wasn’t turning off even after being unscrewed, and I didn’t have time to look up solutions. Now my CPU temps are 55c to 70c on startup, compared to the low 30s before. Anyone know why this happened and how to fix it?

Okay, not the end of the world. The first thing I would do is remove the CPU cooler, clean and re-apply TIM (thermal paste) any paste you have will do but MX4 or something similar is good. Reseat the CPU cooler and make sure the fan is spinning.

Are the fan and heatsink correctly fastened once more? Since the fan wasn't removed, it seems the applied compound has spread and must be replaced to ensure proper contact between the CPU and heatsink again.
