After carefully reinstalling and adjusting every app setting on my PC, I still couldn’t find a fix for the CPU limitations. It seems the problem might have been caused by the new driver or some of the recently installed applications. The BIOS settings remained unchanged after the reset, which helped resolve the issue. In short, the reset was effective.
