In my image my friend increased his CPU speed to 4.2ghz, yet during gameplay it remained at 4.2ghz. My own CPU stayed around 3.5ghz while playing games, fluctuating between 3.8ghz and 3.9ghz in normal use. However, during games, it would freeze or lock at approximately 3.49ghz. Despite adjusting power plans and Windows settings, I found similar performance issues as my friend. I have watched numerous YouTube tutorials for this problem.

I'm seeing a score of 40 while idle and reaching a maximum of 75 on all cores during stress tests.

Are you using a standard retail motherboard or a Chinese one? I noticed some Chinese X58 and X79 boards may not work well with turbo function.
