You have a Core 2 Duo E7300 CPU running at 2.6Ghz, but after testing with the Task Manager you noticed it often dropped below 1.1Ghz. Consider checking for background processes, adjusting power settings, or updating your software to see if it stabilizes.

What were your activities then? If you're not consuming much CPU power, it's unnecessary for your processor to operate at maximum capacity. This leads to wasted energy and excess heat. For example, my 4800HS is currently operating at 4-7% utilization while writing this message, and despite a base/boost setting of 2.9/4.2, I'm maintaining a stable 1.39Ghz because only Firefox and Discord are active.
