What were your activities then? If you're not consuming much CPU power, it's unnecessary for your processor to operate at maximum capacity. This leads to wasted energy and excess heat. For example, my 4800HS is currently operating at 4-7% utilization while writing this message, and despite a base/boost setting of 2.9/4.2, I'm maintaining a stable 1.39Ghz because only Firefox and Discord are active.
