It seems unlikely. I believe it's just the CPU DPDT limit configured by Dell.

Installed all drivers using this BIOS, but it still doesn’t work. I think Dell might have locked it. I’m curious about how to reset it and ensure the CPU is fully utilized, if that’s feasible. The fans appear fine, but I don’t know much about the iDRAC.

Installed all drivers using this BIOS, but it still doesn’t work. I think Dell might have locked it. I’m curious about how to reset it and ensure the CPU is fully utilized, if that’s feasible. The fans appear fine, but I don’t know much about the iDRAC.

Check ThrottleStop functionality here: https://www.techpowerup.com/download/tec...ottlestop/. Share key screens of the main interface, FIVR and TPL windows to understand your BIOS CPU configuration. Dell often imposes strict power or current caps, so a screenshot of the Limit Reasons window during Cinebench R23 could reveal throttling causes. Look for adjustments ThrottleStop might offer to improve performance.

No additional network ports on the motherboard besides the regular RJ45. Checked for iDRAC in BIOS but didn’t locate anything.

Examine the primary ThrottleStop interface. The Turbo setting is off. This explains why your processor operates at its base 3.6 GHz speed. Consider clearing the Disable Turbo option. Verify the Set Multiplier field and set it to its highest value, which is 40 T. This signals the CPU to allow full Intel Turbo Boost. Activate the Turn On switch so the data reaches the processor. When using ThrottleStop, you shouldn't notice the Monitoring term in the title bar.

- Initially, ThrottleStop applies all its configurations based on the CPU's BIOS settings. If Turbo was initially selected in ThrottleStop, the BIOS likely disabled boost. Inspect your BIOS to confirm Intel Turbo Boost remains enabled.

- Execute Cinebench R23 with ThrottleStop enabled. Click the Limits button to display the Limit Reasons window. Capture a screenshot during this process. The Report will list any factors causing throttling.

- Keep in mind, this CPU does not permit overclocking. The highest multiplier allowed during stress testing is 38. It won't consume near 140W under normal operation. This figure is a maximum; actual usage should be significantly lower if the CPU runs at full capacity. Lower power draw is desirable, not undesirable.

Tried all what you mentioned but it didn't worked (you can see the screenshot). I am pretty sure and have checked more than once that Intel Turbo Boost is enabled in BIOS so I have no idea why ThrottleStop shows that as disabled. Also I need to know if I somehow am able to tweak any setting with this software and unlock my CPU's full potential, is there a way to do it in BIOS or will I have to do it manually every time the system boots. I do know that less Wattage consumption is a good thing. The lesser the wattage the more efficient the chip is and the less heat it dissipates. But I wouldn't want it if it affects my CPU's performance which is why I though that the CPU isn't getting enough power to perform at its full potential.

So I turned off Speedstep in BIOS since it warned that disabling it puts the CPU in its top performance mode. Yet Turbo Boost still shows Speedstep as active. I performed the benchmark both with and without Speedstep enabled, but only using the software ThrottleStop—not the BIOS. In the BIOS it was already disabled from the beginning. I’ve attached the screenshot from the run where I used Speedstep off in software.

My own score is 1170 on the latest chip without screen recording and with CPU turbo at 3.8GHz. Why is mine lower? Also, during the test the TDP reached 84W—something I hadn’t seen exceed 72 before.
