Have you verified the room temperature? What setup do you have for the fan? Instead of adjusting offset, try fixing a fixed frequency and voltage to prevent issues with Intel's boosting feature. Begin around 5.2GHz, lock at 1.25V and increase gradually.

The Noctua cooler performs well for a 13600K, as demonstrated in gaming and F@H. If you notice high temperatures only under intense stress tests... let me know. I truly don’t recommend doing extreme stress tests. They offer no real benefit and can stress your system unnecessarily. Your CPU is functioning normally, as shown by games and F@H. This isn’t a problem.

CPU temperature spikes to 100°C under heavy load... in games it stays between 50°C and 60°C most of the time.

I really don’t want to invest more than 100+ on this PC. Better leave the e-cores untouched since I also use F@H and believe they’re for stability testing. I only test it to check stability for undervolts and overclocks; mine idles higher than that, gaming keeps it around 100°C but can rise further.

My machine is an AMD 5800 and I'm wondering about the system fans.

The BIOS needs minimal CPU usage. After confirming the cooler’s protective cover is off, what fans are drawing air in and which are expelling it? Are all fans operating correctly?

Ensure the mounting bracket is fully inserted. Verify all cooler securing screws are completely tightened.

I removed the peel and checked the airflow settings—intake on all sides, one exhaust at the back. Everything seems to be functioning and the fans are responding in fan control mode. I can't confirm the exact numbers, but it looks good.

which is a misconception anyways, your pc could be perfectly stable during "stress tests" and still crashing while running certain games or applications. also benefits of overclocking are questionable at best, heat, clock stretching, reduced lifespan... not really worth it nowadays. that shit was cool in the 90s, seriously it's such an outdated concept. no, of course its not, but as far i understand op isn't using normal settings, they're "overclocking".
