In the game I never play, it never felt slow—just smooth performance, unlike in other titles such as Re2r Terminator Res or similar. I believe my CPU might be the issue.

It's nearly free of dust, man! I used to play with a lot more dust and didn't have this issue xd.

Avoid redefragmenting your SSD once more. These devices don’t gain from it, instead you’re increasing wear and reducing their life span.
