It seems there could be a problem with the thermal paste use, reinstalling, and reapplying the cooler should resolve it.

Verify the mounting pressure by taking off the cooler and tightening each bolt slowly. While the cooler is out, inspect the thermal paste—make sure it’s in direct contact with the CPU and there’s nothing separating them.
